David was responsible for drafting and negotiating the initial agreement between TransLink and the City of Vancouver that outlined the roles and responsibilities for delivering the Broadway Subway project. The agreement delegated responsibilities for station design, real estate acquisition, construction management, obtaining permit approvals, traffic management, and transit operations during construction. David also assisted in defining the early works program, drafted specifications for the station reference design, and supported developing the Project Agreement.
